Overview
Robert Owen represents public and private entities with an emphasis in land use, construction and public works, public contracts and litigation involving public entities. He serves as the primary advisor to several public agencies relating to all aspects of public works and construction, including bidding, contract issues, delay claims, and performance bond claims. He currently serves as General Counsel to Capistrano Bay Community Services District.
Bob’s litigation experience includes public and private construction disputes, land subsidence, flooding, property damage, civil rights, personal injury, CEQA, inverse condemnation, Tort Claims Act issues, and writs of mandate. He has over a quarter century of experience in representing public and private entities in all aspects of litigation, including significant trial and appellate expertise.
