
Overview
Bruce Howard is an experienced lawyer who specializes in real estate and environmental law. Bruce has substantial experience over more than 30 years successfully representing developers, owners and landlords in acquiring, investigating, remediating, permitting, and developing contaminated properties throughout the country.
Bruce’s practice has included some of the most complicated and contaminated sites in the country, including Home Depot’s remediation and closure of a severely contaminated site which it acquired and successfully remediated at the same time it developed and operated a full size store on the surface of the land, the remediation of the two most contaminated groundwater Superfund sites in Silicon Valley, and the mitigation and closure of the largest hazardous waste landfill in Southern California while defending the landfill owner from lawsuits involving neighbors, the local city, and several state environmental agencies. Bruce has good longterm working relationships with key staff and decision makers at the leading environmental agencies in the state, including the Department of Toxic Substances Control and the Regional Water Boards. His practice includes guiding clients in complex environmental due diligence and negotiating purchase agreements for contaminated properties, including obtaining financing and insurance.
