Overview

Garret Hoff is an associate in the Rutan & Tucker’s Land Use and Entitlement section. His practice includes representing clients on litigation and transactional matters related to campaign finance, real estate development, entitlement, and other regulatory issues. He interprets and helps his clients understand and comply with state and federal laws, including the Political Reform Act and the Abundant and Affordable Homes Near Transit Act, as well as other laws relevant to land use, zoning, lobbying and elections.

Garret received his J.D. from Duke University School of Law. As a law student, Garret worked in numerous capacities including as a student attorney in the Duke Law Community Enterprise Clinic, the Internal Chief Executive Editor for the Duke Law & Technology Review, Research Assistant to Professor Jonathan Seymour, Teaching Assistant to Professor Sarah Powell, the Duke Law Class of 2025’s Representative on the Entry Level Faculty Appointments Committee and the Vice President of Speakers for Duke Law’s Federalist Society Chapter when they won the Federalist Society Student Division’s  “Debate Champion” Award. He also served as a Summer Law Clerk for the Minority Staff for the United States Senate Committee on Banking, Housing and Urban Affairs, where he helped vet President Biden’s nominees for the Federal Reserve, and as a Fall Law Clerk for the Republican National Lawyers Association during the 2024 Presidential Election, where he served as one of the 100 statewide election observers for the Republican Party in North Carolina. Garret also externed for the Honorable Dana M. Sabraw of the U.S. District Court for the Southern District of California.

Prior to law school, Garret graduated summa cum laude from George Washington University’s School of Media & Public Affairs and worked for 10 political campaigns including as a Maryland Republican Party Hogan Fellow during the 2018 election cycle and Campaign Manager for a campaign that ultimately flipped partisan control of the San Dieguito Union High School District Board of Trustees.  He also worked as a Conflicts Assistant for an AmLaw 100 law firm.
