COSTA MESA, Calif., July 17, 2012 – Rutan & Tucker LLP, Orange County’s largest full-service business law firm, recently announced that attorney Jeremy N. Jungreis has joined the firm as senior counsel.
As a member of Rutan & Tucker’s Government & Regulatory Law Section, Jungreis will assist clients with environmental compliance and litigation, land use/natural resource issues, water rights, water supply development, public agency law, utility law, strategic planning/coalition building, and governmental relations at the state regional and local levels.
He is recognized as an expert on federal and state water law and possesses a unique understanding of the legal relationships between local, state and federal agencies on water issues, having served as lead attorney for the Department of the Navy in the Santa Margarita, Mojave, and Walker River adjudications and developed the Department of Defense policy on water right acquisition in riparian and hybrid jurisdictions. He combines expertise in local and imported water supply development in Southern California with a comprehensive understanding of basin and watershed planning, water quality permitting, and practice before the State and Regional Water Quality Control Boards.

Jungreis previously was an of counsel attorney in the Water and Land Use Practice Groups at Nossaman LLP in Irvine. More recently, he served as the Water Utility Director of Camp Pendleton Marine Corps Base, where, in addition to serving on the SDCWA Board, he was the top executive of the Camp Pendleton water system and negotiated settlements to some of California’s most long-standing and complex water disputes.
While on active duty as a judge adjudicate in the Marine Corps prior to 2007, Jungreis served as a regional environmental counsel for nine Marine Corps installations in the western United States, and as a special attorney for the U.S. Department of Justice in complex water litigation. He remains active in the Marine Corps Reserve and currently holds the rank of Lieutenant Colonel.
Jungreis earned his law degree, magna cum laude, from Florida State University in 1996. He also obtained an LL.M. degree in environmental and water law from George Washington University Law School in 2004, graduating summa cum laude.
