PALO ALTO, Calif., June 2, 2014 – Rutan & Tucker LLP, one of California’s leading full-service law firms, recently announced that seasoned attorney Matthew Francois has joined the firm as a partner in its Government and Regulatory Section. He practices in the firm’s Silicon Valley office.
He focuses his practice on all aspects of land use and environmental law. He represents both public agencies and private landowners and developers in the land use administrative approval process and frequently advises on compliance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) and also specializes in litigating land use and CEQA matters.
He is an author and a frequent speaker on various matters pertaining to land use and development law, and has addressed the annual conference of the California Chapter of the American Planning Association, CLE International’s NEPA conference, the Select Conference on Industry Litigation and the Environmental Law Conference at Yosemite. He has also participated in several land use panels for Continuing Education of the Bar, Lorman Education Services and the National Business Institute.

Francois earned his law degree from the University of San Francisco School of Law in 1995, where he received the American Jurisprudence Award in Evidence. He received his undergraduate degree from the University of California, Berkeley in 1991. He served as a law clerk in the Governor’s Office of Planning & Research and was a judicial extern for the Hon. James R. Lambden.
