The City of Duarte is pleased to announce Thai V. Phan’s promotion from Assistant City Attorney to City Attorney.
After a lengthy request for proposals process that began in August 2021, four firms specializing in municipal law services were interviewed in January 2022 by the Duarte City Council, including the City’s current firm since 2004, Rutan & Tucker, LLP. City Council members voted unanimously to renew Rutan & Tucker’s contract which includes Phan’s promotion.
“Ms. Phan has brought exceptional municipal knowledge and expertise to Duarte both as our Assistant City Attorney and Interim City Attorney,” said Mayor Margaret Finlay. “We are certain she will make an excellent City Attorney and are happy to continue our partnership with Rutan & Tucker.”
Phan is a municipal law attorney with Rutan & Tucker whose practice centers on providing advice and counsel to local agency clients throughout Southern California. She assists her clients in understanding and implementing state and federal laws, including the Public Records Act, the Brown Act, the California Environmental Quality Act (CEQA), First Amendment and free speech rights, elections law, and land use and zoning laws. Her work includes assisting with daily legal operations such as preparing ordinances, resolutions and staff reports, and advocating for her clients in civil litigation. Phan also serves as Assistant City Attorney for the City of Menifee and is a member of the Santa Ana City Council.
