Allison LeMoine-Bui specializes in Affordable Housing, Economic Development and Land Use Law. She is the Deputy City Attorney for La Quinta. As senior counsel in the firm’s Government and Regulatory Section, Allison has negotiated and drafted numerous agreements, including affordable housing agreements, owner participation agreements, disposition and development agreements, purchase and sale agreements, and other general municipal contracts. She handles a wide variety of issues, including development agreements, municipal contracting, zoning, code enforcement, and general city attorney matters. Allison has also assisted successor agency clients with varied redevelopment dissolution issues.

Representative Matters/Cases
- City of La Quinta – Hotel, Branded Residential and Commercial Project – Represented City in negotiating and drafting purchase and sale development, tax sharing, and related property agreements providing for development of a mixed use development containing two upscale hotels, associated luxury branded residential units, and additional residential and commercial uses.
- La Quinta Redevelopment Agency – Multi-use Commercial and Residential Project – Represented Agency in negotiating and drafting a disposition and development agreement providing for Agency assistance in the development of a commercial project containing a hotel, a medical office/surgical facility, resort-style condominium casitas units, restaurants, and a single-family residential development.
- La Quinta Redevelopment Agency – Affordable Housing Projects – Represented Agency in negotiating and drafting affordable housing agreements providing for Agency assistance in the development of : (i) a 149-unit senior affordable housing project; (ii) a 176-unit multi-family affordable housing (Ground Lease) project; (iii) a 218-unit multi-family housing project, and (iv) an 80-unit multi-family housing project funded with various types of funding, including multi-family housing revenue funds and low-income tax credits.
- City of Fullerton – Affordable Housing Projects – Represented City in negotiating and drafting various affordable housing agreements providing for City assistance in the development of senior housing, multi-family housing, and special needs housing, funded with a combination of low and moderate income housing funds, low income tax credits, and MHSA funds.
- Fullerton Redevelopment Agency – Rental Housing Complex/Parking Structure – Represented Agency in negotiating and drafting a disposition and development agreement providing for Agency assistance in the development of a $33 million, 183-unit rental housing complex and attached public and private parking structure.
- City of Irvine/Irvine Community Land Trust – Affordable Housing – Represented City and Land Trust in negotiating and drafting purchase and sale agreements, density bonus housing agreements, HOME and CDBG agreements, and affordable housing agreements for development of a 104-unit, multi-family housing affordable development.
- County of Santa Cruz Redevelopment Agency/County of Santa Cruz/Affordable Housing Projects – Represented Agency and County on several affordable housing transactions, including an 87-unit multi-family project, a 40-unit multi-family project, and mobile home park rehabilitation.
- Redevelopment Agency of the City of Duarte/City of Duarte – Affordable Housing Projects – Assist Agency with ongoing management of resale and refinance requests from owners of affordable homes in the City.
Cypress Redevelopment Agency/City of Cypress – Affordable Housing Projects – Represented Agency and City in negotiating and drafting affordable housing agreements providing for Agency assistance in the development of : (i) Habitat for Humanity Projects, and (ii) inclusionary housing projects. - Sonoma Community Development Agency – Affordable Housing Project – Represented Agency in negotiating and drafting a disposition and development agreement providing for Agency assistance in the development of an affordable housing project involving a Community Development Block Grant, Low Income Housing Tax Credits, and a series of related financial transactions and related documents.
